Policy Overview

Policy is a “plan or course of action, as of a government, political party (or business) intended to influence and determine decisions, actions, and other matters” (American Heritage Dictionary, 2006). It is both the result and mechanism of governance, which is a broader concept than government. According to the World Bank, “Good governance is epitomized by predictable, open and enlightened policy-making, …the rule of law, transparent processes, and a strong civil society participating in public affairs” (dictionary.com).

  • "A definite course of action adopted for the sake of expediency, facility, etc.” (Random House, 2006)
  • “To regulate by laws.” (Webster’s Dictionary, 2006).
